In June, Thomas Breuer joined Inetum Belgium as General Manager
Under Thomas Breuer’s leadership, Inetum aims to strengthen its local presence. While best known in Flanders, the company is becoming increasingly active in Wallonia and Brussels, pursuing inclusive growth by expanding its portfolio of projects for public and private clients across all three regions.
Back home. Since June, Thomas Breuer has been leading Inetum Belgium’s 1,287 employees. The former head of Devoteam Germany is tasked with accelerating the commercial strategy of the Belgian subsidiary, now part of the EUROMED group (France, Luxembourg, Belgium, Morocco, and Tunisia) led by French executive François Fleutiaux. The goal is clear: to create a “digital impact, but faster, easier, and for the good of all.”

Numerous AI-related projects
The strength of Inetum Belgium—certified as a Top Employer Europe in 2025 for the third consecutive year—lies first and foremost in its solid team, representing 25 nationalities, with physical locations in Braine-l’Alleud, Ghent, Leuven, and Mechelen.
Today, with a new surge driven by AI, large-scale projects are coming one after another. “This technology is profoundly transforming the innovation landscape by offering new opportunities and accelerating the development of solutions. And believe me, it’s moving fast—very fast! ”
And this, even if it means shaking up organizations. In fact, as Thomas Breuer notes, AI enables the analysis of large amounts of data, the automation of tasks, the generation of new ideas, and the optimization of processes, paving the way for significant advances in various sectors.
Recently, Inetum made headlines with a new AI-based management tool designed to accelerate the bidding process by up to 30%. The solution, already operational in a French public organization, streamlines verification work by automatically analyzing files. As a result, civil servants can focus on making more informed decisions. Built on Azure OpenAI, the platform does not replace public officials; rather, it supports them so they can concentrate on higher-value-added tasks.
Making digital innovation easily accessible and deploying it faster
In the agri-food sector, Care4Growing, a Belgian organization specializing in the digitization of the agricultural sector, has partnered with Inetum to develop Henk, a generative AI built around Salesforce’s Agentforce, capable of understanding questions in natural language. Henk responds by drawing on thousands of specifically curated data points to provide the best solution to the user—just as an agronomist would. “We operate on the principle of ‘Simplifying AI, Amplifying Impact’—a commitment to making digital innovation easily accessible and deploying it more quickly,” continues Thomas Breuer.
A fine example of this commitment is BRUCE (BRUssels embraCEs you!), the integrated platform for accessing, communicating with, and interacting with the City of Brussels in a seamless and secure manner via an “omnichannel” approach. More than 1,000 citizens log in every day! It’s a tremendous success, built on Microsoft technologies. According to the client, i-City, this is just the beginning of the story! In concrete and practical terms, the industrialization of services is carried out by Inetum, at the heart of i-City’s Digital Factory.
Belgian Ambition
Still in the public sector, let’s highlight the financial management project for the City of Liège based on a solution developed on Microsoft Dynamics 365 FO and a major framework contract for cybersecurity consulting, for which Inetum won two additional lots covering systems management and cybersecurity, with the City of Bruges acting as a central purchasing body, not only for cities and municipalities, but also for many other public institutions and organizations.
